Does a user consume a concurrent session license when a scheduled document is emailed?

No, when a scheduled email is produced and delivered it does not consume a concurrent session license (or a named user license).

Many organizations over estimate how many named and concurrent session licenses they require as they expect their team to log in and spend a lot of time looking at dashboards and reports.

In reality, most login sessions are short, you log in, see what you need, and log out (or timeout). After a period of time, users find getting the info they need via scheduled emails as even better.  

And there's no penalty to your organization to have users do that, the scheduler doesn't take away one of your active login sessions when it executes the report.
